Well if your talking about shooting down at someone while jumping off a high area then I say that is skill because it's so Rambo! But just shooting down at someone is ok, then there's drop knifing! jumping down and knifing someone while in the air! That would be skill! Just don't make so Terry you know.

If you just shoot randomly, it's cheap.

If you actually know where your target is, shoot and hit, it's skill.
